Value Set Values Not Visible in LOV When Creating Asset Locations

Symptoms
Unable to define the location CITY segment to pull values from the Value Set code 'XYZ'.
The issue can be reproduced at will with the following steps:
1. Point the Asset Location CITY segment to pull the values set from 'XYZ'.
2. Deploy LOC# key flexfield.
3. Navigate to Manage Asset Locations to create a asset location and search for values for the CITY segment but none was returned.
