Reconciliation Getting Auto Approved Without Reviewer Approval

Symptoms
Reconciliation re-opens due to balance change.
User imports transactions/answers questions/submits recon
Recon is open with Reviewer1
Another "re-opens due to balance change" activity comes in.
Thereafter, the following rules are executed on the recon for auto-approve.
Rule execution submitted the reconciliation
Rule execution changes the status to open (with reviewer1)
Rule execution approved the reconciliation
One can manually submit the recon but if another "re-opens due to balance change" activity comes in, the auto-approve rules takes precedent over the previous status "changed the status to Open (with reviewer1).
Is there rule that can be added to ensure that when recon is currently in "Open (with reviewer1)" status and another "re-opens due to balance change" activity comes in that the auto-approve rules don't occur?
