Updates and deletes functionality required for Active Promotions

RPCS only allows Cancelling an item, Cancelling location and Update to End Date for an active promotion. Customer can perform below operations in legacy systems even when a promotion is active:

EXPECTED BEHAVIOR

Customer wants RPCS to support all the update and delete operations to active promotions as well which are applicable for Approved promotions.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Item to be added as reward item or Condition item
2. Location to be added
3. Reward amount to be updated

The issue has the following business impact:
Due to this issue, users cannot do update and delete operations to active promotions
