ACTUAL BEHAVIOR
---------------
Under Element definition page, try define an element for a particular legislative data group till it gets saved.
Defining successfully the Input Values, however, when clicking on "Element Eligibility" and trying to actually define the eligibility and then submit, it goes in an infinite processing loop (stuck in progress).

EXPECTED BEHAVIOR

Being able to define successfully the element eligibility without getting stuck.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define a new element and create input values.
2. Trying to create and submit eligibility newly defined.
3. The process hangs, goes in an infinite loop (gets stuck in progress).
