Symptoms
Journey is Stuck in Pending Allocation.
Pending worker was created from Candidate (Rehire) flow. After this, pending worker was supposed to get checklist tasks for on-boarding but they are not getting any.
Checklist console shows events in Pending state for this person.
This is happening across all rehire scenarios from candidate (ORC) flow.
Transaction Console shows below message under "Issue Details" Section

Expect pending worker to get on-boarding checklist tasks assigned
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Rehire worker from ORC (Candidate)
2. Once moved to HR, pending worker is created in Core HR
3. Check Pending worker's checklist tasks in Checklist Console
4. See status is Pending
5. Transaction Console shows Pending transaction for Process Name: Checklists Action Occurrence
6. Open transaction to see issue details
