Symptoms

When sending a SOAP request through the RICS RIB-EXT publisher SOAP service, the following SOAP response is returned.

ERROR

<faultstring>EJB Exception:</faultstring>
</Fault>


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. HTTP POST SOAP request to https://<host>/rib-ext/ApplicationMessagePublishingServiceBean/ApplicationMessagePublishingService
2. SOAP response contains error

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, user cannot publish messages.
