Warehouse Available Inventory File Import Error: "Invalid Data In The File" From Negative Values (Doc ID 2965133.1)

Symptoms

On : 23.1, Operations & Maintenance

An error has been identified in the job "Warehouse Available Inventory File Import" when importing data where the values are negative for the fields AVAIL_QTY and STOCK_ON_HAND.
If either of those fields have negative values it will fail. RMS can have negative values in the case where RMS is the source of data.

ERROR

"oracle.retail.sim.common.core.SimServerException: [Error]processStagedImport:[error]oracle.retail.sim.common.business.BusinessException: Invalid data in the file. Unable to process."

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a CSV file with a negative value for avail_qty
2. Start Job "Warehouse Available Inventory File Import"
3. Job will fail and message details show "oracle.retail.sim.common.core.SimServerException: [Error]processStagedImport:[error]oracle.retail.sim.common.business.BusinessException: Invalid data in the file. Unable to process."
