DBA.ADMIN User Is Not Able To Login After P2T Refresh Due to Error "Invalid Username / Password" (Doc ID 2965201.1)

Symptoms

DBA.ADMIN user is not able to login to TEST instance after it is cloned from PROD instance.

Cloud Operations has confirmed they are using the correct user. The DBA.ADMIN is now the user who was DBA.ADMIN in PROD since the data was copied from PROD.

This DBA.ADMIN user can successfully log into My Services.
