Export Hierarchy Removes Leading Zeros On The Position IDs (Doc ID 2965230.1)

Goal

When exporting hierarchy via OAT it removes the leading zeros on the position IDs.

The position IDs from PDS contains leading zeros, this causes duplicate data when you export hierarchy file and import it back to RPAS using the same exported file.
For example in PDS the store position ID is "003", when exported to a file it becomes "3".
