On : 11.13.23.01.0 version, Authoring

ACTUAL BEHAVIOR
---------------
Attachment description is not displayed when user hovers over it.

EXPECTED BEHAVIOR
-----------------------
System should display the text that the user added instead of 'Description' word

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to contracts and select a contract
2. Go to 'Documents' tab
3. Add an attachment in 'Supporting Documents' section and populate the description field => now if the user hovers over the description, the text is displayed
4. Click on Save
5. Hover again over the 'Description' field => the original description is not displayed but the system shows only 'Description' text
