Stock Count Child Authorization Without Update Authorization Quantity Permission (Doc ID 2965693.1)

ACTUAL BEHAVIOR
---------------

When a user role with no access to 'Update Authorization Quantity' permission authorizes the stock count at the child level, the following message is displayed and auth qty are not updated with last counted values.

All items with blank authorization quantities will be left as 'not counted'. Would you like to continue?

EXPECTED BEHAVIOR
-----------------------

Expect the following message similar to when the user confirms Auth at the Stock Count Level.

 "All items with blank authorization quantities will be set to the last counted quantity. Would you like to continue?"

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

System Configuration:

1.Stock Count Null Count Quantity = 0 is set to No

2. User Role Permission revoked for 'Update Authorization Quantity'

Test scenario:

1. Create product Group
Unit Count
Unguided
Re-Count Discrepancies = Yes
Auto Authorize = No
Variance SUOM = 0

2. Create Product Group Components for Hierarchy > Dept / Class 9999

3. Create Product Group Schedule for April 20th 2023. Stock count is extracted upon save.

4. Login to SOCS > Menu > Inventory Management > Stock Counts > Select 702

5. Take Snap shot

6. Complete stock count execution for all items

7. Click on Complete

Stock Count is now ready to be authorized

8. Log onto the web client
 
9. Go to Inv Management > Stock Count Authorization

10. Select child and click Confirm Child

12. Pop up appears with message below which is incorrect. It should be the same message as when counted at the SC level.

All items with blank authorization quantities will be left as 'not counted'.
Would you like to continue?

13. If the user click confirm authorization at the Stock Count level, the following message appears

All items with blank authorization quantities will be set to the last counted quantity. Would you like to continue?

14. After step 12, click Yes on the pop up dialog. Auth Qty are not updated to the last counted qty.
