OCI: Unable To Tag an External Database Connector

Symptoms
In Oracle Cloud Infrastructure (OCI), Console. Trying to tag an External Database Connector does not work.
When we try to add tag ,database is moved to updating status from available
Later move back to available .
Still not tags were associated to the Resource.
