RI/RSP: Login to APEX/ORDS Results in Http Status 404 and Message "The requested resource [<TENANT_ID>/ords/wwv_flow.accept] is not available." (Doc ID 2966025.1)

Symptoms

Logging into APEX (Oracle Application Express) using the ORDS url and clicking on RETAILWORKSPACE results in a HTTP 404 with the following Message and Description: 

Message: The requested resource /<TENANT_ID>/ords/wwv_flow.accept is not available.
Description: The origin server did not find a current representation for the target resource or is not willing to disclose that one exists.

The login can be through Retail Home to Oracle APEX or directly using the ORDS url. It results in the same error. Customer confirmed they had the required RPAS_ORDS_GROUP role setup in IDCS/IAM.
