Symptoms

SA_RULES_TOTAL_UPLOAD_JOB is failing in STAGE with error:
"sql_lib.create_msg message:@0SABLDTL_NOSELECT@1SA_BUILD_TOTAL_SQL.BUILD_TOTAL_FUNCTION@XXXXXXXX"

Steps to reproduce:

1. Extract rules/totals via SA_RULES_TOTAL_EXTRACT_JOB.
2. Copy the extracted files to another environment via SFTP.
2. Create .complete file.
3. Run the job SA_RULES_TOTAL_UPLOAD_JOB and observe error.
