Item Translation Delete Through API

Symptoms
When attempting to create the same translation for the same item, after deleting the translation, over API the following error occurs.
ERROR
"Record already exists in the staging table for this item and lang. Please delete the record to continue. SVC_ITEM_MASTER_TL".
STEPS
The issue can be reproduced at will with the following steps:
1 - Create a translation for an item
2 - Delete the translation for that item
3 - Re-create the same translation for that item
BUSINESS IMPACT
The issue has the following business impact:
Due to this issue, users have to wait for the batch "itm_indctn_purge", before they can create a new translation for the previous deleted translation.
