Published Site Does Not Use Configured Asset Layouts to Render Certain Assets (Doc ID 2966578.1)

Symptoms

After updating a site with a template from other environment, the site stopped showing assets correctly.  In preview mode, the site works fine, but the published one fails to render assets with their assigned Asset Layout.

All site components and themes are published and the issue still remains even after re-publishing.
