Control & Tactical Center Unavailable For Some Users

Goal
Some users cannot access AIF's Control & Tactical center (Strategy & Policy management), receiving an error message in French (as the user has the app in French) which translates to : "You are not authorized to access this application", and upon clicking ok, an other one that translates to: "An error occurred during the extraction of the application roles".
Another user has the same IDCS groups assigned as the affected user and don't have any issue. The issue persist even after clearing cache/cookies and trying in a private window.
