Symptoms

When attempting to load any HDL files via the Import and Load File task from Data Exchange or when submitting a request using the HCM Data Loader SOAP Web Service, the following error occurs.

WSDLException: faultCode=PARSER_ERROR: Failed to read wsdl file at: "http://<Hostname>:<port>/hcmService/HCMCommonDataLoaderCoreSetupService?WSDL", caused by: java.net.SocketTimeoutException.: java.net.SocketTimeoutException: connect timed out (Connection: http://www.oracle.com Request: HTTPClient.Request: GET /splash/cloud/index.html Connect timeout: 60000 Read timeout:6

The issue can be reproduced at will with the following steps:

1. Attempt to load any HDL files via Navigator or Home->My Client Groups->Data Exchange->Import and Load File->click on Import File->select Local File from PC or MAC->click Submit Now or attempt to submit a request using the HCM Data Loader SOAP Web Service
2. Encounter the first or the second error messages above
