ACTUAL BEHAVIOR
---------------
DBI for balance results with Dimension REL_TU_YTD is not returning the balance value in a custom skip fast formula associated with a payroll relationship level element.

DBI is called using Calculation Breakdown ID context and Tax Unit Context

L_CALC_BREAKDOWN_ID = GET_CONTEXT(CALC_BREAKDOWN_ID,0)
L_TAX_UNIT_ID = GET_CONTEXT(TAX_UNIT_ID,0)
CHANGE_CONTEXTS(TAX_UNIT_ID =L_TAX_UNIT_ID,CALC_BREAKDOWN_ID =L_CALC_BREAKDOWN_ID)\



EXPECTED BEHAVIOR
-----------------------
DBI should return the value of the balance seen in Balance results.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Define a custom skip fast formula and associated to a payroll relationship level element.
2. Run Quickpay.
3. Review the log and notice that DBI for balance results with Dimension REL_TU_YTD is 0.
