PRC:SSP: Attachments from Requisition Lines Do Not Copy over to Duplicated Lines after They Are Approved

Symptoms
When a Requisition line with an attachment is duplicated to create a new line, the attachment is also copied over to the new line.
But once the Requisition is approved, the duplicated line no longer shows the attachment. The original line still shows the attachment.
STEPS

The issue can be reproduced at will with the following steps:
1. Create a Requisition with 1 line and add an attachment to that line.
2. Highlight line 1 > Actions > Edit > Duplicate
3. Line 2 gets created, including the attachment
4. Submit the Requisition for Approval
5. Once approved, the duplicated line (Line 2) no longer shows the attachment
