Symptoms

On : 11.13.23.04.0 version, Global Human Resources

When attempting to change a manager
the following error occurs.

ERROR
-----------------------
Error caused by SOA component or the underlying HWF configuration or a Supervisor hierarchy setup issue.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Submit a change manager transaction
2. Navigate to the Transaction Console
3. Observe the error occurs
