Symptoms
On : 11.13.23.04.0 version, Capitalize Assets And Interest
When trying to include an attachment on the asset's creation screen in the project the field doesn't appear after clicking add.
STEPS

The issue can be reproduced at will with the following steps:
1. Manage Capital Asset
2. Add new Asset > Notes and attachments > Add > Attachment pop up > Click on Add icon : Nothing happens
