Account Creator Can Edit Accounts Even Thought They Are Not The Current Owners

Symptoms
ACTUAL BEHAVIOR
After Changing Account Owner Old owner is still able to Edit Account
EXPECTED BEHAVIOR
Old owner should not be able to Edit Account
STEPS
The issue can be reproduced at will with the following steps:
1. Navigate to Account
2. Create an Account. The Owner is defaulted to creator of Account
3. Log in with Admin user, Query for the Account created in Step 2, change the owner to new owner
4. Log in with new owner, new owner is able to see and edit account created in step2. Correct
5. Log in with old owner, Old owner is able to see account but also able to edit. In correct
