Symptoms

Connectivity to any on-premise Oracle database from any Oracle Data Integrator (ODI) on Marketplace instance fails with following error:

The same issue is observed when using SQL Developer on the same Marketplace instance to connect to on-premise databases.

The Site-to-Site VPN (IPSec) tunnel seems to be working and able to reach the on-premise database host, but the database connections do not go through.
