On : 11.13.22.10.0 version, Global Human Resources

ACTUAL BEHAVIOR
---------------
With Transaction Security Enabled, users can only view transactions they submitted.

EXPECTED BEHAVIOR
-----------------------
Users should be able to see all Transactions

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable Transaction Security Profiles through the below:
https://docs.oracle.com/en/cloud/saas/human-resources/22d/ochus/transaction-security-profiles.html

2. Set the Transaction Security Profile to 'View all HCM Transactions'

3. User can only view their own transactions
