Symptoms

 The following error occurs after following the process to rebuild the environment, unregister all applications, and try to build again:

Caught exception - OciErrorException: OCI_ERROR - (955):
SQL Sid 'rpas_data_mart_conn' ORA-00955: name is already used by an existing object
