Symptoms
On : 23.1 , Merch - Foundation
RAAC Application Navigator screen does not open when selected Per the Customization and Extension Guide.
As part of the steps to enable this, it states that the user has to go into the RAAC Application Navigator screen. When trying to do this, the screen does not open.
STEPS

The issue can be reproduced at will with the following steps:
1. Log into MFCS with Admin user.
2. Open RAAC
3. In RAAC, choose "Application Navigator".
4. Notice that it shows blank screen ?
