Symptoms

ACTUAL BEHAVIOR

POCre Message sent to SIOCS with W status.

EXPECTED BEHAVIOR
-----------------------
POCre Message not sent to SIOCS with W status.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a PO in Worksheet status
2. After PO is sent to SIOCS, perform receiving against
3. Expected - PoCre message should not be sent when in Worksheet status
