Symptoms
Business have enabled Buyer Assignment Rule on Requisition(PR) based on Cost Center. User is selecting the cost center properly while creating PR but PR is not getting assigned to Buyers.
EXPECTED BEHAVIOR

The expectation is for the Requisition to be assigned to buyers.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Enable Buyer Assignment Rule on Requisition (PR) based on Cost Center.
2. Select the cost center while creating purchase requisition.
3. Purchase Requisition is not getting assigned to buyers.
