RTLog Processing Fails with GARBAGE_IN_RECORD and FTAIL_IN_TRAN Error Post 19.3 Upgrade

Symptoms
On: MFCS/ReSA 19.3.020 version
The users are unable to process RTLogs post 19.3.x upgrade due to the GARBAGE_IN_RECORD and FTAIL_IN_TRAN errors.
Note this issue is not coming for RTLog coming from XStore.
Error
-----------------------
1. GARBAGE_IN_RECORD on TITEM record at line 0000000003
- Embedded garbage in record.
- Input file is corrupt.
There is an embedded character in the record. Either edit the file or re-poll the store.
2. FTAIL_IN_TRAN on FTAIL record at line 0000000006 Partial Transaction. There is a FTAIL record in a transaction.
- This input file is corrupt and can not be loaded.
Either edit the file or re-poll the store.
