Even with local scope, when resubmitting the flow, execution starts from beginging intead of local scope (Doc ID 2968920.1)

Goal

It is observed that even if a local scope is defined in an integration then in case of any fault/error ,
the execution is not starting from the point of failure i.e from local scope but from the beginning of the integration.
Is this correct behavior ?
