OCI Console - Cannot use the Service Request function in OCI (Doc ID 2969769.1)

Symptoms

SR (service requests) function is not available from OCI console when accessing the OCI SR URL below, the "add a email to your user account" screen will display.

When entering email addresses like "ik＊＊＊＊＊＊@email.inc", "Patch request failed" error will display.

However, SR can be created from the support portal normally.
