"Start Activity" Button Not Available When Technician Is Working Offline (Doc ID 2970150.1)

Symptoms

ACTUAL BEHAVIOR

When the technician is offline, the "Start activity" button is not available and then he cannot start the next activity in his route.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Technician logs in to Mobility app whilst on-line
2. Technician selects en route to 1st activity whilst online and in signal.
3. Technician then goes in to a poor signal area but can still complete 1st activity and en route to next.
4. Whilst still in no signal area, data Sync attempts are made but does not appear to work and as such next UI buttons such as 'start activity' are not becoming available to the app user and they get stuck. Only when they return to signal can they continue.
