Fusion Global HR: Pending Workers unable to access Additional Person Info after the 23C upgrade (Doc ID 2970461.1)

Following the 23C upgrade, pending workers receive the following error message when trying to access the Additional Person Info quick action.  HR users also encounter the same error if they select the Additional Person Info quick action and then try searching for a pending worker.  Both the pending worker and HR users have the appropriate level of access and could access this page prior to the upgrade.

From Pending Worker role:
1. Me > Additional Person Info quick action > Error

From HR role:
1. My Client Groups > Additional Person Info quick action
2. Search for the pending worker > Error
