SOHdrMod, SOHdrDel Messages Stuck in MPS_STAGED_MESSAGE For Non Managed Stores (Doc ID 2972570.1)

Symptoms

If a store is NOT managed in SIOCS, we were not expecting Transfers/Allocations messages for that store to fail: SOHdrCre get filtered out but not the mod/del messages
 
ERROR
-----------------------
"Transfer does not exist for distro number: XXXXXX"

Steps to reproduce:


1. Set a Store in SIOCS as Non-Managed Store.
2. Create a Transfer/alloc in RMFCS
3. Modify/Close a Transfer/Alloc in RMFCS
OR
4. Send a SOHdrMod or SOHdrDel message to a Non-Managed store and see the logged errors
