Actual Shipment 'Propagate Ship Unit Changes' Fails For Multi-leg (Doc ID 2973124.1)

Symptoms

In multi-leg scenario, new ship units inserted via Actual Shipment XML result in a java lang null pointer exception error. 

This Error occurs because of the Int Command 'propagate ship unit changes', which should update all upstream and downstream shipments with the new ship unit details (S Equipment and Shipment Stop Details).

If this Int Command is removed from the XML, the shipment has ship units removed from all stops (and the shipment stop detail table is not updated), so the shipment total weight / volume get set to 0.
