Calculate Payroll has completed with error for an employee:

A system error ORA-01403: no data found occurred in table pay_element_criteria at location 230.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. My Client Groups > Payroll > Submit a Flow > Select Legislative Data Group > Search and select "Calculate Payroll".
2. Enter parameters
3. Submit.
4. An employee has the error.
