ItemLocMod Messages Stuck In MPS Due To Unique Constraint (SIM01.STORE_ITEM_CFA_PK) Violated (Doc ID 2973916.1)

Symptoms

ItemLocMod messages stuck in MPS due to following error:
"ORA-00001: unique constraint (SIM01.STORE_ITEM_CFA_PK) violated"


Steps To Recreate:
1. Ensure that the item/loc that we will modify has a record in the STORE_ITEM_CFA table (flexible attribute) in SIOCS
2. Make some modifications in one item/loc in MFCS in order to trigger an ItemLocMod message to SIOCS. The message should have the tag with the same that exists in the STORE_ITEM_CFA table for this item/loc.
3. Verify that the ItemLocMod message fails with above error in MPS_STAGED_MESSAGE table.
