Import Cost Process pickups unwanted Business Unit and ends in error.

The project ID is invalid because it doesn't exist.

The issue can be reproduced at will with the following steps:
1. Upload transactions to the project cost via Project Miscellaneous Cost Transactions Interface template (FBDI)

2. Navigate to Project Cost
