ACTUAL BEHAVIOR

The HCM Workers REST API integration is resulting in duplicate parties.
EXPECTED BEHAVIOR
-----------------------
Only one party per person should be created.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. POST, /hcmRestApi/resources/11.13.18.05/workers
2. POST /hcmRestApi/resources/11.13.18.05/workers/{workersUniqID}/child/workRelationships/{PeriodOfServiceId}/child/assignments/{assignmentsUniqID}/child/managers
