Symptoms
When attempting to add salary details while creating a job offer,
the following error occurs.

The salary element entry wasn't created. The worker doesn't meet eligibility requirements for the salary basis element or element eligibility isn't defined. (CMP-1005344)
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. My Client Groups - Hiring - Job Requisition - Applications.
2. Select the candidate -Create Job Offer - Complete salary details.
3. Error occurs.
