Update Configuration to Allow Access to BATCH.PARALLEL.LEVEL (Doc ID 2975268.1)

Symptoms

The batch Warehouse Available Inventory Import is failing the job execution when it is processing more than 1 file where those files have the same combination of warehouse_id / item_id.
Hence the files need to be processed sequentially, and this is achieved by updating the system configuration “batch.partition.warehouse.avail.inv.import” to 1 (from default 5).

However all batch related partition parameter are restricted at the time.
