APEX Upgraded with Tablespace Change result on applications errors like: ORA-376, ORA-1110 and ORA-4088 on WWV_FLOWS_FILES_IOT (Doc ID 2975775.1)

Symptoms

On : APEX Upgraded and changed to new Tablespaces, Admin

When attempting to access some applications after a tablespace has been set unavailable
the following errors occurs.

ERROR
-----------------------

ORA-0376 file 36 can not be read
ORA-1110 datafile # /path/file.dbf
ORA-4088 error during execution of trigger APEX_180200.WWV_FLOW_FILES_IOT

Err 7620 Could not determine workspace for application (#)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade APEX and use different tablespace from previous version
2. Set Off line the tablespacase used by old APEX version
3. Access APEX and it works for the Internal Applications (admin page or builder) but not for a custom application

Changes

 Upgrade using new Tablespaces for the new version for APEX and FLOWS
