500 Internal Server Error when trying to access MFT Console (Doc ID 2975891.1)

Symptoms

We have provisioned SOA/MFT 12c on the Oracle Cloud. This instance is a 2-node cluster configured with LB and IDCS integration.  However, when we attempt to login to MFT console with SSO/SAML, we receive an internal server error 500.

This is working fine when we have only one node running in cluster.
