Symptoms

ACTUAL BEHAVIOR
---------------
User is building a solution that uses an element rate definition.
User has ticked the Return Full-Time Rate tickbox on the rate contributor which should be increasing the input by the FTE, but it is having no effect at all.

Scenario:
1. Position has working hours 30 and standard working hours 40 – FTE 0.75
2. Assignment has working hours 20 (and inherits standard working hours 40) – FTE 0.5
3. Recurring element holds 12000 Amount as an annual basis. Pays 1/12th each month.
4. Non-recurring element needs to retrieve a rate definition holding the full time amount, i.e. 12000 * 40/20 = 24000 (because the assignment is 0.5 FTE)
5. An element rate definition retrieves the Amount from the recurring element. The “Return Full-Time Rate” box is ticked on the contributor.
6. The FTE flag is having no effect at all and 12000 is being returned.

XYZ Cash Element = 12000
XYZ Recurring Element = 1000
The FTE flag appears to be having no effect.

EXPECTED BEHAVIOR
-----------------------
Recurring element 12000 / 12 = 1000
Non-recurring element 12000 * 40/20 = 24000

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Tick the Return Full-Time Rate tickbox on the rate contributon.
2. This is not increasing the input by the FTE, it is having no effect.
