RTV Fails In SIM With Error:"Vendor Return Cannot Be Modified. Return: Null Status: CANCELED_RTV (Doc ID 2976407.1)

Symptoms

If an RTV is created and later cancelled in SOCS, the cancellation is received by MFCS but after, MFCS is sending a mod message that is failing in MPS with the error “Vendor Return cannot be modified. Return: null Status: CANCELED_RTV”

This is similar to the issue fixed in SIM v15.x.

STEPS
-----------------------

1. Create one RTV with one item and save it
2. RTV is integrated into MFCS
3. Delete container
