Symptoms
Following below Oracle Marketplace link to create "Oracle IDCS: Security and Monitoring" stack for OCI Logging Analytics.

Able to create the stack, but when trying to APPLY the same, getting the below error,
2023/08/28 07:17:05[TERRAFORM_CONSOLE] [INFO] 1. Output: Error response from daemon: Get "https://iad.ocir.io/v2/":
2023/08/28 07:17:05[TERRAFORM_CONSOLE] [INFO] unknown: Unauthorized
Granted required OCIR policies added for the user as below, still getting the error
Allow group acme-managers to manage repos in tenancy
