Symptoms

Orders not getting re-approved from web service when reapprove_ind as y.

Steps to reproduce:
---------------------------
1. Create PO.
2. Use XORDER webservice to move PO to worksheet status, apply expenses, and re-approve.
3. Note PO's remain in Worksheet state.
