Mail Failures Screen Does Not Report Email Suppression Status Correctly

Symptoms
An email recipient is not receiving emails.
The Mail Failures screen shows that the email has failures but the email is not showing as suppressed in Mail Failures.
When troubleshooting with Support, you find that this email has been suppressed by Email Delivery.
Since there is no unsuppress button available in Mail Failures, the email must be unsuppressed from the backend.
