Users Cannot See Reconciliation Jobs Running When Navigating to the jobs List (Doc ID 2976854.1)

Symptoms

 After users executed Actions>Auto Submit Rules on the reconciliation list, they navigate to the jobs list and refresh it, but they cannot not see the job running.  Other times they navigate to the jobs list and they can see the job running.  Why is this happening?
